Rebuilting a boat from ground up?

My wifes father gave her 1974 Reinell 24ft cuddy it needs work but if we plan rebuilt almost everything on the boat would be best to sanding and painting the hull first or start with the interior and work on the hull last? What would be best to start this project of right! Is west marine the store a bunch of high end items with over priced items?
