Birth control in places like El Salvador?

I was watching a show about a family who goes to El Salvador to bring supplies to families. Almost all families have had more than 5 or 6 children (one had 14 kids!) and many are dying because of food and shelter shortages. So instead of bringing food and shelter, why dont we bring birth control and condoms? If we kept population under control, it would be easier for families to have enough food to eat. Less people to feed means less food to have to pay for.
