What is wrong with my male betta fish???

I can't really explain whats on his fins ,but I will try. On his lower fins he has like a kinda green lookng slime and his lower fins are kinda pale and the fins up by his head have the green stuff to. What could be wrong with him?? Oh and he doesn't eat as much as he used to he doen't seem interested.
