I have an AMD II x4 phenom 955 AM3 black edition. It is set at 800mhz when it should be 3.2ghz. What's wrong?

Go back to MSI. Did you look at: processors compatible with you motherboard? Go back to where you got the BIOS from and read all the items on the page concerning it. Normally you download and install the BIOS prior to installing the CPU. And AMD should have a "Wizard, helper etc. to supervise the operation. You did this backwards. You need to pay attention to all details. Reinstall the old CPU and start over provided you have not damaged anything. Hope it helps.
